Just at that time, however, a new agitation was started upon a false scare based upon the hysteria of a city health ofiicer at one of our American ports as to an epidemic of typhus fever. This was promptly used as an excuse to rush through both houses of the Congress an "emergency" immigration measure arbitrarily cutting down the number of new arrivals to an annual aggregate of three per centum of each nationality in the United States as determined by the census of 1910, it being estimated by the proponents of the bill that the total immigration of Europeans would be cut down to 355,461 per annum. The measure which passed both houses was subjected to a pocket veto by former President 'ilson, but has just been revived in slightly amended forni_and passed the House of Representatives on April 23, 1921.
