It reveals Procopius as a man deeply disillusioned with the Emperor Justinian and his wife the Empress Theodora. Procopius delivers a comprehensive character assassination of Justinian as a cruel, vulgar, venal and incompetent leader, and Theodora as a lustful and mean-spirited woman.
